Question : Skill Centres in Foreign Countries

(a) whether the skill development centres have been set up in foreign countries;

(b) if so, the details thereof, location-wise;

(c) the number of persons imparted training in the said centres;

(d) whether the Government is providing employment abroad under skill development scheme; and

(e) if so, the number of persons who got employment so far under the said scheme?

Answer given by the minister

(a) to (e) The National Skill Development Corporation (NSDC) under the Ministry of Skill Development and Entrepreneurship (MSDE) has through their Training Partners (TPs) around 7000 training centres across the country. However, NSDC has not set up any skill development centre abroad. A number of persons getting training in these training centres get placements abroad. During 2015-16, around 1500 trainees got overseas jobs in United Arab Emirates, Dubai Qatar, Kuwait Saudi Arabia etc.

Further, to provide requisite skill training and certification to youth looking for overseas job opportunities across various sectors as per global standards, the MSDE has signed a Memorandum of Understanding (MoU) with the Ministry of External Affairs (MEA) for Pravasi Kaushal Vikas Yojana (PKVY). Under PKVY, the youth going for overseas jobs would be provided Pre-Departure Orientation Training (PDOT) relating to knowledge of the local culture, language, work ethics and other soft skills relevant to the country in which they obtain a job. The MSDE through NSDC Training Partners have already opened fifteen India International Skill Centres in this regard on 15th July 2016 – six in Uttar Pradesh, two in Kerala and one each in Andhra Pradesh, Bihar, Jharkhand, Maharashtra, Rajasthan, West Bengal and Chandigarh respectively.
