Question : ALLOTMENT OF MONEY TO NGOS



(a) whether more than one and a half crores of rupees have been allotted to some NGOs in Zanskar and Mulbek of District Kargil under Grant in Aid Schemes;

(b) whether utilization certificates required under the rules has been received; and

(c) if not, the action taken by the Government in this regard?

THE MINISTER OF TRIBAL AFFAIRS (SHRI JUAL ORAM):

(a) An amount of Rs. 1,12,80,541 was released to one organization, the Buddhist Youth Association, Zanskar. District Kargil, Jammu & Kashmir for the maintenance and running of one Residential School, three Non-Residentia! Schools and one Mobile Dispensary from 1995-96 to 2001-02 on the basis of the recommendation of the State Government.

(b) and (c) As required under the rules, the utilization certificates have been received for the entire grant from the organization. However, on enquiry at the instance ofthe Ministry, it has been reported by the State Government that the funds released to the organization have not been fully utilized for the purpose for which was sanctioned. The Ministry has asked the State Government to take appropriate action in the matter.
