Question : One District One Product Scheme

(a) whether the Government is considering to implement ‘One District One Product‘ Scheme to promote agricultural products;
(b) if so, the details thereof;
(c) whether the financial assistance will also be provided to the farmers for preparing theselected product for any district under the said scheme; and
(d) if so, the details thereof?

(a) & (b): Ministry of Food Processing Industries is implementing a Centrally Sponsored "PM Formalisation of Micro food processing Enterprises (PMFME) Scheme" for providing financial, technical and business support for upgradation of micro food processing enterprises in the country. The Scheme adopts One District One Product (ODOP) approach to reap the benefit of scale in terms of procurement of inputs, availing common services and marketing of products. ODOP for the scheme provides the framework for value chain development and alignment of support infrastructure.
The Ministry has approved 137 unique products as ODOP for 710 districts of 35 States/ UTs under the Scheme". The State-wise list of ODOP is at Annexure-I.

(c) & (d): The scheme envisages following support to food processing units, SHGs/ FPOs/ Cooperatives:
i. Support to Individual Micro Enterprises: Credit-linked capital grants-in-aid @35% of the eligible project cost upto a maximum ceiling Rs.10 lakhs per unit.
ii. Support to FPOs/ SHGs/ Producer Cooperatives: Credit-linked grants-in-aid @35% to support clusters and groups such as FPOs/ SHGs/ Producer Cooperatives along their entire value chain for sorting, grading, storage, common processing, packaging, marketing, testing etc.
iii. Support to SHGs: Seed capital @ Rs. 40,000/- per member of SHG for working capital and purchase of small tools.
iv. Support for Common Infrastructure: Credit-linked grants-in-aid @35% to support FPOs, SHGs, Cooperatives, any Government agency or private enterprises for Common infrastructure. The common infrastructure includes sorting, grading, warehouse and cold storage at the farm-gate; common processing facility for processing of ODOP produce; Incubation Centre etc.
v. Branding and Marketing Support: grants-in-aid upto 50% for Branding and Marketing support to groups of FPOs/ SHGs/ Cooperatives or Special Purpose Vehicle(SPV) of micro food processing enterprises for ODOP product at the State or regional level.
