Question : RUSA



(a) whether the Government has received comprehensive State Higher Education Plan (SHEP) from various State Governments including Telangana;

(b) if so, the details of the Central funds demanded by each State for capacity building and infrastructure development;

(c) the total funds released by the Government to various States under the Rashtriya Uchchatar Shiksha Abhiyan (RUSA) during the last three years and the current year, State and year-wise;

(d) the details of the States which have not utilised the fund under the RUSA during the above period; and

(e) whether the Government has taken any decision to stop further funding to States who have not fully utilised or partially utilised the fund and if so, the details thereof and if not, the reasons therefor?

(a): Yes, Madam. As on date 28 States and 5 Union Territories are participating in the Rashtriya Uchchatar Shiksha Abhiyan (RUSA) out of which, 24 States including Telangana, have submitted their State Higher Education Plans (SHEPs).

(b): So far, the total Central share of funds approved for the States under the components Infrastructure Grants to Universities and Colleges is Rs. 526.56 crores and under Capacity Building and Preparation, Data Collection and Planning is Rs. 91.04 crore. (c): As on 1st March, 2015 a total of Rs. 417.98 crore have been released under RUSA to States under various components. State-wise and year-wise details are at Annexure.

(d): All the States, which have been released funds under RUSA have utilised the amount to varying degrees.

(e): Yes, Madam. Only on submission of utilisation certificates by the States for funds already released are further grants considered.
