Question : Structural Reforms in Mining Sector

(a) whether the Government is planning for structural reforms in the mining sector in the country;
(b) if so, the details thereof and the reasons therefor;
(c) the time by which these are likely to be implemented;
(d) whether through this the Government wants to increase the participation of private sector in mining; and
(e) if so, the reasons therefor?

(a) & (b): Yes, Sir. The Mines and Mineral (Development and Regulation) Amendment Bill, 2021 has been passed by Lok Sabha on 19.03.2021. The Bill seeks to bring structural reforms in mining sector to double mineral production and increase employment. These amendments also cater to the vision of Atma Nirbhar Bharat as announced by Hon’ble Finance Minister on 16.5.2020.
(c): The Mines and Mineral (Development and Regulation) Amendment Bill, 2021 has been passed by Lok Sabha on 19.03.2021. The Amendment Bill will become law after its passing by both Houses of Parliament and assent of Hon’ble President of India.
(d) & (e): Yes, Sir. The Government wants to increase the participation of private sector in mining for optimum utilization of the mineral resources in the country and reduce dependence on imports. The Amendment Bill has provision for private players in the field of exploration and making available more mineral blocks for auction.
