Question : Setting up of Refineries

(a) whether the Government proposes to set up oil refineries in Uttar Pradesh with the help of various oil marketing companies including Indian Oil Corporation Limited;
(b) if so, the details thereof and the amount earmarked therefor and the status of investment scheme in Petroleum/Chemicals launched by the Government in Uttar Pradesh;
(c) whether the Government has made any assessment of the socio-economic effects of such projects on the local residents of the State;
(d) if so, the details thereof and the efforts made or proposed to be made by the Government for protecting the interests of the local residents;
(e) whether the Government proposes to expand/modernise other oil refineries particularly the Kochi Oil Refinery and Barauni Oil Refinery in the country; and
(f) if so, the details thereof?

(a) & (b) Public Sector Oil Marketing Companies namely Indian Oil Corporation Limited (IOCL), Bharat Petroleum Corporation Limited (BPCL) and Hindustan Petroleum Corporation Limited (HPCL) have informed that they have no plan to set up a new refinery in Uttar Pradesh.
(c) & (d) While setting up oil refinery, Detailed Project Report is prepared which inter-alia contains the impact of setting up refinery.
(e) & (f) BPCL Kochi Refinery has recently expanded its capacity from 9.5 Million Metric Tonne Per Annum (MMTPA) to 15.5 MMTPA under Integrated Refinery Expansion Project. The project was commissioned in 2017. IOCL has plan to expand its Barauni Refinery from current capacity of 6 MMTPA to 9 MMTPA. List of expansion/modernization projects of oil refineries, as informed by Oil PSUs, is annexed.
