(a) the existing figures in regard to the rail network in the country, State/zone-wise;

(b) whether the rail network in North-Eastern States is very less especially in Assam as compared to other States of the country;

(c) if so, the details thereof and the reasons therefor;

(d) whether any survey regarding the proposals of new rail lines have been conducted;

(e) if so, the details thereof and the time by which new rail lines are likely to be laid; and

(f) the steps taken by the Railways to connect all the North-Eastern States’ capitals with rail network?

(b) & (c): Rail network density of Assam is 7.92 km per lakh of population against the national average of 5.44 km. In area terms, the rail network density of Assam is 3.15 km per 100 sq.km. against national average of 2 km. However, rail network in other North- Eastern States is less as compared to national average because of extreme geological challenges in deep Himalayas.

(d) & (e): Surveys for new lines are undertaken on the basis of traffic needs, requests received from State Governments/public representatives etc. from time to time. 12 new line projects having a total cost of ` 33016 crore have been taken up in North Eastern region. Timelines for their completion cannot be given due to huge throwforward of ongoing projects, limited overall availability of funds, extreme geological challenges and law and order situation.

(f): Rail connectivity already exists for capital cities of Assam (Guwahati), Tripura (Agartala) and Arunachal Pradesh (Itanagar). Byrnihat-Shillong (108 km), Jiribam-Imphal (125 km), Dimapur-Kohima (88 km) and Bhairabi-Sairang (51 km) new line projects have also been taken up to provide rail connectivity to capitals of Meghalaya (Shillong), Manipur (Imphal), Nagaland (Kohima) and Mizoram (Aizawl) respectively. Sivok-Rangpo New Line has been taken up to connect Sikkim but the proposal to extend this line upto its capital i.e Gangtok has not been taken up.
