Question : Review of Centrally Sponsored Schemes

(a) Whether the Government has reviewed the Centrally Sponsored Schemes implemented by the States to evaluate the achievements vis-à-vis targets periodically;

(b) If so, the details and the outcome thereof, scheme, year and State-wise;

(c) Whether there is any provision of penalties for non-performing States under the various schemes and if so, the details thereof;

(d) The details of the improvements/ corrective steps proposed to be taken along with the time by which these improvements/steps are likely to be taken; and

(e) The manner in which the Government proposes to ensure that benefits under various schemes reach the targeted population in non-performing States?

(a) to (e) : Review of Centrally Sponsored Schemes implemented by the States, to evaluate the achievements vis-à-vis targets is undertaken periodically at the end of the approved scheme period which commensurate with the Finance Commission cycle presently. NITI Aayog is undertaking review of the Centrally Sponsored Schemes of Government of India to evaluate the achievements vis-à-vis targets.Based on the evaluation, the appraisal / approval of the continuing scheme will be undertaken through Expenditure Finance Committee (EFC)/Standing Finance Committee (SFC) in terms of Department of Expenditure’s O.M.No. 24(35)/PF-II/2012 dated 5th August, 2016. In this process, renewal/rationalization of the CSSs schemes is carried out so that the benefits under various schemes reach the targeted population of all the States through improvements in scheme design and appropriate corrective steps.
