Question : Delay in Disbursement of Scholarships

(a) the details of scholarships given from the Ministry for the meritorious students of various categories;
(b) whether the scholarships are regularly disbursed to the students during the same academic year;
(c) if not, the reasons for delay in disbursing the scholarship amount;
(d) whether it has come to the notice of the Government that the scholarships sanctioned to the
meritorious students in Kerala coming under different categories are pending arrears;
(e) if so, the action taken by the Government to disburse the pending arrears of scholarships; and
(f) the details of action taken by the Government on the request of students selected for scholarship to
disburse the amount without further delay and whether the Government proposes to implement an
effective mechanism for disbursement of scholarship in time and if so, the action taken thereon?

(a) The scholarships given by the Ministry of Human Resource Development, the University Grants
Commission (UGC) and the All India Council for Technical Education (AICTE), for the meritorious
students of various categories are:-

(b) to (f) Scholarships are being disbursed on time to eligible students as per the criteria laid down in the
respective Schemes. However, in few cases there may be delay in disbursement of scholarships due to (i)
late joining of students (ii) delay in submission and uploading of requisite documents (iii) incorrect bank
details .
The scholarship schemes have been brought under Direct Benefit Transfer (DBT) wherein scholarship is
transferred directly into the bank account of the beneficiaries. Further, the ‘National Means cum Merit
Scholarship Scheme’ and the ‘Central Sector Scheme of Scholarship Scheme for College and University
Students’ has boarded onto the National Scholarship Portal (http://www.scholarships.gov.in/) with effect from
2015. The National Scholarship Portal is a common electronic portal which serves as a one-stop solution,
beginning with submission of student application, verification, sanction and disbursal of scholarship to the end
beneficiary. These initiatives have eliminated delays caused due to human interface.
