Question : PMUY

(a) the PMUY beneficiaries who got their cylinders refilled more than twice in a single year from 2016 to 2018, State/UT-wise including Odisha along with number of cylinders on an average being used annually by each family;
(b) the number of families and SC/ST beneficiaries in Bengaluru under PMUY out of total beneficiaries along with the percentage of SC/ST beneficiaries under PMUY out of total LPG connections released in the country;
(c) the number of families provided LPG connections in Sheohar district of Bihar along with any target fixed for the said district and action taken thereon;
(d) whether the Cabinet Committee on Economic Affairs has approved expansion of benefiaciaries list under PMUY and if so, the details thereof along with new initiatives undertaken to provide clean fuel to all the uncovered households in the country;
(e) the number of districts operational under PMUY along with details of average per capita consumption under the scheme including percentage of households having an active LPG connection as on 30.09.2018; and
(f) the number of rural families which have been provided LPG connection under PMUY till December, 2018?

(a) Oil Marketing Companies (OMCs) have reported that nearly 80 % of Pradhan Mantri Ujjwala Yojana (PMUY) beneficiaries in the first year of Scheme have come back for the second refill. State/UT-wise details of average refill consumption of PMUY beneficiaries during the year 2016-17 and 2017-18 are at Annexure.
(b) As on 07.02.2019, OMCs have released more than 6.42 crore LPG connection across the country under PMUY of which more than 2.88 crore beneficiaries belong to SCs/STs. Under PMUY, 20656 connections have been released in Bengaluru, of which 13,917 beneficiaries belong to SCs/STs (67.38 %).
(c) No State/district-wise target has been fixed under PMUY. As on 07.02.2019, under PMUY 88,231 LPG connections have been released in Sheohar district of Bihar.
(d) Initially, the beneficiaries under PMUY were identified through Socio Economic Caste Census (SECC), 2011 data. Subsequently, the identification criteria were expanded and the beneficiaries were identified using seven identified categories in addition to SECC data. The scope of PMUY has now been expanded to cover all the poor families in the country subject to fulfilling terms and conditions.
(e) Currently, PMUY Scheme is under implementation throughout the country. Average refill consumption of PMUY beneficiaries is nearly 3.5 cylinders (14.2 Kg.). As on 01.01.2019, national LPG coverage is nearly 90%.
(f) As on 07.02.2019, OMCs have released more than 6.42 crore LPG connections under PMUY across the country. Most of the PMUY beneficiaries are from rural areas.
