Question : Boarding Schools for SCs

(a) whether the Government has formulated any scheme to establish boarding schools in Schedule Caste dominated blocks of the country;
(b) if so, the State/district/block-wise details thereof including Chhattisgarh; and
(c) the locations in the State of Chhattisgarh where such schools are proposed to be established along with the details thereof; and
(d) the current status thereof?

(a) to (d): Under the Ministry of Education, 661 residential schools from class VI to XII have been sanctioned under the Jawahar Navodaya Vidyalaya (JNV) Scheme in 638 districts of the country (as on 31.5.2014). These include 10 additional JNVs sanctioned in SC concentrated districts of the country.

Further, there is a provision for reservation of seats in favour of children belonging to Scheduled Castes and Scheduled Tribes in proportion to their population in the district concerned provided that in none of the districts, such reservation will be less than the national average (15% for SC and 7.5% for ST) but subject to maximum of 50% for both the categories (SC & ST) taken together. As on 31.01.2021, out of a total of 286750 students, 72210 (25.18 %) students from SC category are on the roll of JNVs. Under Samagra Shiksha Scheme, there is a provision of Kasturba Gandhi Balika Vidyalaya (KGBV) which are residential schools from class VI to XII for girls belonging to disadvantaged groups such as SC, ST, OBC, Minority and Below Poverty Line (BPL). The KGBVs are set up in Educationally Backward Blocks (EBBs) of a State/UT where the female rural literacy rate is below the national average. A total of 5726 KGBVs have been sanctioned in the country out of which 435 KGBVs have been sanctioned in 61 Schedule Caste Special Focus Districts (SC SFDs) having 25% and above SC population out of which 378 are operational with enrolment of 46.70% SC Girls.
