Will the Minister of EARTH SCIENCES be pleased to state:
(a) the salient features of the Automated Weather Stations (AWSs) being installed by the India Meteorological Department (IMD) in the country;
(b) the number of AWSs indicating functional and non function AWSs across the country as on date, state/UT-wise and location-wise including Telangana;
(c) whether the Government proposes to establish more institutes for proper and accurate predictions for weather forecast in addition to the presently working two institutes and to add new advanced technology instruments for augmenting weather forecast, if so, the details thereof;
(d) whether the Government has received proposal from the state Government of Telangana seeking the installation of AWSs and if so the details and response of the Government thereto;
(e) the details of monitoring agency responsible for the maintenance of such AWSs; and
(f) the other steps being taken by the Government to improve weather broadcast which plays very vital role in predictions?

(a) The salient features of the Automated Weather Stations (AWSs) being installed by the India Meteorological Department (IMD) in the country are:

1. Acquiring and sampling the weather parameters (Pressure, Temperature, Relative Humidity, Wind Speed/Direction).
2. Agro AWSs acquiring and sampling soil temperature and moisture in addition to the above weather parameters.
3. Processing and disseminating real time Weather data every hourly / every 10 min to the IMD AWS web server for its view/ download and use in Weather Forecasting.

(b) The number of AWSs indicating functional and non-function AWSs across the country as on date, state/UT-wise including Telangana follow;

IMD is already replacing some of the old and non-functional AWS.

(c) No Sir. There is no proposal to establish more institutions.
For augmenting the weather forecasting capabilities throughout the country, various programs are being implemented in IMD under the umbrella scheme "Atmosphere & Climate Research-Modelling Observing Systems & Services (ACROSS)" of the ministry. The projects under ACROSS encompasses various activities in an integrated manner to ensure the sustenance & augmentation of observations & enhancement of facilities required for the weather forecasting services. The programs are being implemented by various Offices/Divisions across the country and the outcome of majority of the programs is for the benefit of the entire country and all segments of the society.

(d) No Sir.

(e) IMD is responsible for monitoring and maintenance of the AWSs installed by IMD.

(f) Improvement in weather broadcasting / dissemination is a continuous process in IMD. At present the forecasts and warnings are broadcasted or disseminated to users including disaster managers by e-mail on regular basis. In addition to this, WhatsApp groups are created including disaster managers and IMD officials through which these forecasts & warnings are disseminated. The forecasts & warnings are uploaded in social media & IMD website (https://mausam.imd.gov.in/ ) for reference by all concerned. The nowcasts related to Severe Weathers are also disseminated through SMS to the registered users and are uploaded in Nowcast page of the website.

In addition to this, as and when the situation arises, Press Releases are issued by IMD and the same is also disseminated by all the platforms mentioned above.

Moreover, in 2020, India Meteorological Department had developed mobile App ‘MAUSAM’ for weather forecasting, ‘Meghdoot’ for Agromet advisory dissemination and ‘Damini’ for lightning alert.

In addition to above, IMD has recently launched seven its services with UMANG mobile App for the use by general public.
