Question : ITEM PURCHASED THROUGH RE-SELLERS

(a) whether Kendriya Bhandar is supposed to procure stationery items and other items from the manufacturers only failing through their authorized distributors designated for supplies to Kendriya Bhandar;

(b) if so, whether Kendriya Bhandar has been purchasing the items from re-sellers;

(c) whether there is any proposal to order an investigation into the purchases from re-sellers at higher rates and to bring the officials responsible for selling the items at higher than market rates; and

(d) if so, the outcome thereof and the action taken by the Government in this regard?

(a): Yes, Sir.

(b): Where the manufacturers express their inability to effect direct supply to Kendriya Bhandar, purchases are made from their authorized suppliers.

(c)&(d): While registering authorized suppliers, an undertaking is taken from them that the prices quoted to Kendriya Bhandar are the lowest and that they will not quote lower rates than the rates offered to Kendriya Bhandar to any other Department/Organisation without passing the benefit to Kendriya Bhandar. Presently, there is no proposal to order investigation into purchases from resellers.
