Question : SPACE PROGRAMMES FOR SOCIO ECONOMIC DEVELOPMENT



(a) whether the primary objective of the Indian Space Programme/Mission is to achieve self-reliance in Space Technology and to execute programmes/missions for the socio-economic development of the country;

(b) if so, the details of the programmes/missions drawn up and those proposed by ISRO for socio-economic development of the country;

(c) the funds allocated/utilised for the purpose during the 11th and 12th Plan periods; and

(d) the steps taken by the ISRO for the commercial exploitation of indigenously developed space technology including the foreign exchange earned therefrom during the said period?

STATEMENT LAID ON THE TABLE OF THE LOK SABHA IN REPLY TO STARRED QUESTION NO.417 REGARDING `SPACE PROGRAMMES FOR SOCIO-ECONOMIC DEVELOPMENT” ASKED BY DR. BHOLA SINGH AND SHRI RAVNEET SINGH FOR ANSWER ON WEDNESDAY AUGUST 6, 2014

(a) Yes Madam.

(b) The programmes/missions drawn up by Indian Space Research Organisation as part of 12th Five Year Plan are:

i. Launch Vehicle development programme comprising of Polar Satellite Launch Vehicle (PSLV), Geosynchronous Satellite Launch Vehicle (GSLV) and next generation GSLV Mk-III launch vehicle missions.

ii. Earth Observation programme consisting of state-of-the-art remote sensing satellites viz. Resourcesat, Cartosat, Oceansat, Radar Imaging Satellite, Geo-Imaging Satellite and weather/climate satellites viz. INSAT-3DR missions.

iii. Satellite Communication programme comprising of INSAT/ GSAT communication satellites (GSAT- 9, 15, 16, 17, 18 & 19), advanced communication satellites, GSAT-11, GSAT-6 and GSAT-6A satellite missions.

iv. Satellite Navigation programme consisting of constellation of 7 Indian Regional Navigation Satellite System (IRNSS) along with associated ground segment intended to provide accurate positional information and timing services.

v. Space science and planetary exploration programme consisting of Mar Orbiter spacecraft, Astrosat, Aditya and Chandrayaan-2 missions.

The programmes/missions by ISRO for the socio-economic development of the country include(i) Earth Observation programme for natural resources inventory and management (like agriculture, land and water resources, fisheries), near real time disaster management support, weather forecasting, smart governance; (ii) Satellite Communication programmes for telecommunication, television broadcasting, Direct-to-Home services, search and rescue, tele-education, telemedicine and (iii) Satellite Navigation programme for location based services.

(c) The funds allocated/ utilised for the space programme during the 11th and 12th Plan periods are given below:

Budget Estimates Allocation for third year of 12th Plan (2014-15) is `7,238 Crores.

(d) ISRO has established Antrix Corporation Limited (Antrix), as the commercial arm of ISRO, for commercial exploitation of indigenously developed space technology products and services. Antrix has taken steps to provide services viz. (i) Marketing of Indian Remote Sensing Satellites data to national and international clientele, (ii) Establishment of ground stations in foreign countries to receive the IRS data (iii) Leasing of satellite transponders on-board INSAT/GSAT satellites, (iv) Launching foreign satellites on-board Indian launch vehicles and (v) Building/marketing satellites and sub-systems for international customers.

During the 11th plan (FY 2007-12), the foreign exchange earned as revenue by Antrix is `511.53 Crores. During the first two years of 12th plan (2012-14), the foreign exchange earned as revenue is `286.28 Crores.
