Question : National Cyclone Risk Mitigation Project

(a) whether the Government has achieved the objective of launching National Cyclone Risk Mitigation Project (NCRMP) Phase-I which was implemented in various States to respond better to cyclones;

(b) if so, the details thereof and if not, the corrective steps taken in this regard;

(c) whether the Government is now implementing National Cyclone Risk Mitigation Project Phase-II with the funding from World Bank and if so, the quantum of loan/fund to be provided by World Bank along with the share of the Central and the State Governments in the project;

(d) the principle component of the project along with the approximate coastline proposed to be covered under the project in Maharashtra and Tamil Nadu; and

(e) the number of States that have been covered under this project along with the details including project cost, funds released and status of the list of projects undertaken under the second phase of the National Cyclone Risk Mitigation Project, State-wise?

(a) & (b): National Cyclone Risk Mitigation Project (NCRMP) Phase-I has been implemented in two Coastal States namely Andhra Pradesh and Odisha. The details are given at Annexure-I.

(c): Yes Sir. The quantum of loan provided by World Bank in NCRMP Phase-II is US$ 308.4 Million. The share of the Central and State Governments in the project is as under:

(i) Central Share = Rs 2157.63 Cr.
(ii) State Share = Rs 533.37 Cr.


(d): The Project has the following four principle components:
• Component A : Early Warning Systems
• Component B : Cyclone Risk Mitigation Infrastructure
• Component C : Technical Assistance for Multi Hazard Risk
Management
• Component D : Project Management and Implementation

The coastline proposed to be covered under NCRMP Phase-II in Maharashtra is approximately 700 km across the 5 coastal districts of Palghar, Thane, Raigad, Ratnagiri and Sindhudurg. The State of Tamil Nadu is not covered under this Project.

(e): Under the NCRMP Phase-II, six States (Goa, Gujarat, Kerala, Karnataka, Maharashtra & West Bengal) are covered. The details of project cost, funds released are given at Annexure –II. The status of the list of projects undertaken under NCRMP Phase-II is given at Annexure-III.
