THE MINISTER OF URBAN DEVELOPMENT (SHRI M. VENKAIAH NAIDU)
(a) & (b): Yes, Madam. PPPs in the urban infrastructure are a relatively new phenomenon and the implementing agencies face both financial and non-financial capacity constraints. Government has also brought out bid documents, toolkits and guidelines to help States in promoting PPPs in urban infrastructure.
