Question : Expenditure Incurred for Implementation of Atmanirbhar Packages

a. the quantum of revenue expenditure incurred to implement components of the Atmanirbhar Packages 1.0, 2.0 and 3.0 upto December 31, 2020 as a proportion of total Budget Estimates for the 2020-21 financial year;
b. the quantum of capital expenditure incurred to implement components of the Atmanirbhar Packages 1.0, 2.0 and 3.0 upto December 31, 2020 as a proportion of total Budget Estimates for the 2020-21 financial year; and
c. the quantum of revenue expenditure incurred in the 2020-2021 financial year to implement components of the Atmanirbhar Packages 1.0, 2.0 and3.0?

(a) to (c): The Government of India had announced AtmaNirbhar Bharat Packages 1.0, 2.0, and 3.0 on 13th May, 2020 to 17th May, 2020, 12th October, 2020 and 12th November 2020 respectively. The Aatmanirbhar Bharat Packages comprise of various long-term schemes/ programmes/ policies announced with the objective of fighting COVID-19 and to make the country self-reliant. These are mostly long term measures on which outcomes will be visible in due course. The Ministries/Departments have been tasked to formulate schemes/programmes announced under AatmaNirbhar Bharat Packages concerning them, take necessary approvals and meet the expenditure out of fund provided in Budget Estimates and seeking additional funds in Revised Estimates, wherever necessary. A Statement indicating details of expenditure incurred under Revenue/Capital Head by Ministries/Departments, wherever applicable is at Annexures-I & II. Further, benefits have also been provided under AtmaNirbhar Bharat Package & PM Garib Kalyan Package to mitigate the suffering of people due to COVID-19 and MSMEs [through Emergency Credit Line Guarantee Scheme (ECLGS)]. A Statement indicating benefits provided under these is at Annexure-III.

Ministry of Finance has issued Guidelines to States on the scheme Special Assistance to States for Capital Expenditure for promoting Capital Expenditure by the State Governments for the financial year 2020-21 on 12.10.2020. All States (except Tamil Nadu- who has communicated unwillingness) have submitted proposal under the scheme for new and ongoing capital works/projects. The allocation for Assam has been enhanced from Rs.200 crore to Rs.450 crore. The projects amounting to Rs.10656.5 crore under Part-I, Part-II and Part-III of the Scheme have been approved so far and an amount of Rs.5328 crore as 1st instalment has been released to the States. Further, residual amount of Rs.101 crore not availed by State of Tamil Nadu has also been allocated to the States of Arunahal Pradesh, Goa and Manipur.
