Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) whether the Government has any proposal to revive various fertilizer plants in the country in collaboration with Central PSUs;
(b) if so, the details thereof; and
(c) whether the Government has fixed any time frame to complete the revival process of these plants and if so, the details and present status thereof?

(a) & (b): Yes, Madam. Government has decided to revive Sindri, Gorakhpur, Talcher and Ramagundam units of The Fertilizer Corporation of India Ltd. (FCIL) and Barauni unit of Hindustan Fertilizer Corporation Limited (HFCL) through ‘nomination route’. A Special Purpose Vehicle of Public Sector Units namely, National Thermal Power Corporation, Coal India Limited, Indian Oil Corporation Limited and Fertilizer Corporation India Limited/Hindustan Fertilizer Corporation Limited has been nominated to revive Gorakhpur, Sindri & Barauni units. A consortium of four PSUs namely RCF, GAIL (India) Limited, Coal India Limited and FCIL has been nominated to revive the Talcher Unit of FCIL. Similarly, a consortium of three PSUs namely Engineers India Limited (EIL), National Fertilizers Limited (NFL) and FCIL has been nominated to revive the Ramagundam unit of FCIL
(c): Yes, Madam. Expected dates of operationalization of the closed units which have taken up for the revival are as under:
Ramagundam September, 2018
Gorakhpur August, 2020
Sindri September 2020
Barauni October, 2020
Talcher December, 2020

Present Status of the progress made to revive these five units is as under:
Talcher Unit:
i. Talcher Unit of FCIL is being revived on ‘Nomination basis’ by a Consortium of PSUs namely RCF, GAIL, CIL and FCIL by setting up a coal based fertilizer plant of 1.27 MMTPA capacity.
ii. JV Company named “Talcher Fertilizers Limited (TFL)” has been formed.
iii. Selection of coal gasification technology for the Talcher unit has been finalized.
Ramagundam Unit:
i. Ramagundam unit of FCIL is being revived on nomination basis by consortium of PSUs namely Engineers India Limited (EIL), National Fertilizers Limited (NFL) and FCIL by setting up a gas based fertilizer plant of 1.27 MMTPA capacity.
ii. JV Company named “Ramagundam Fertilizers & Chemicals Limited” has been formed.
iii. Selection of Technology provider has been finalized.
iv. Project activities are in progress.
Gorakhpur, Sindri & Barauni Units:
i. A SPV by name Hindustan Urvarak & Rasayan Limited (HURL) has been formed by PSUs namely NTPC, CIL, IOCL and FCIL/HFCL which have been nominated to revive these closed units.
ii. Pre-Feasibility studies has been completed.
iii. Geo Technical Investigation and Topographic studies has been completed
iv. Bathymetric and Topographic studies for Chilwa Taal has been completed
