Question : School Buildings

(a) whether certain primary and secondary schools in the country are running under tents and trees
lacking buildings;
(b) if so, the details thereof, State-wise as on date;
(c) whether it is possible to impart education during rainy, winter and acute summer days in these
schools as children will not able to attend school;
(d) the reaction of the Government in this regard;
(e) the total funds released, State-wise for construction of school buildings in this regard as well as
number of schools constructed, State-wise during the last two years; and
(f) the total funds remained unused out of the total released fund?

(a) & (b): As per the Unified District Information System for Education (UDISE), 2015-16 10,963
government primary schools (1.55%) and 1,444 secondary schools (0.60%) are running without buildings
in the country. State/UT-wise details are at Annexure-I.
(c) & (d): The Right of Children to Free and Compulsory Education (RTE) Act, 2009 stipulates
norms and standards for a recognized school imparting elementary education. The RTE norms provide
for an all-weather school building consisting of, inter alia, at least one classroom for every teacher and an
office-cum-store-cum-Head teacher’s room and barrier free access. Section 8 of the RTE Act, 2009 lays
down the duties of the State Governments and Union Territory (UT) Administrations to provide
infrastructure in schools as per norms of the Act. The requirements of infrastructural facilities in schools
are worked out every year on incremental basis by the respective State and UT depending on their need
and priority and this is reflected in their Annual Work Plan and Budget (AWP&B). The Central
Government supports State Governments and UT Administrations for creation and augmentation of
infrastructural facilities in government elementary and secondary schools under Sarva Shiksha Abhiyan
(SSA) and Rashtriya Madhyamik Shiksha Abhiyan (RMSA) programmes.
Since the inception of SSA in 2001 till 30.6.2016, construction of 3.12 lakh school buildings, and
18.72 lakh additional classrooms have been sanctioned to States and UTs, out of which construction of
2.90 lakh school buildings and 17.48 lakh additional classrooms have been completed by States and UTs.
The RMSA Scheme presently covers opening of new Government secondary schools (classes IX-X) and
strengthening of existing secondary schools run by the State Government and local bodies. Till date,
under the Scheme 12394 new schools and strengthening of 37382 existing schools have been approved
and post of 120284 teachers including teachers for new schools and additional teachers for existing
schools have been approved.
(e) & (f): Details of State/UT-wise funds released under SSA and RMSA for the approved activities
including infrastructural facilities and expenditure reported by States and UTs during last two years are at
Annexure-II.

school buildings constructed during last two years are at Annexure-III.
