Question : Surplus Funds with PSUs

a) whether surplus funds are lying unutilized with more than 100 Public Sector Undertakings (PSUs);

b) if so, the details thereof;

c) the total amount of surplus funds lying unutilized with the said PSUs upto March 2015, Sector-wise;

d) whether the Government has issued any instructions/directives regarding investment of the said funds; and

e) if so, the details thereof?

(a) As per Public Enterprises Survey 2013-14 placed on the Table of both house of Parliament on 26.02.2015, there were 103 Central Public Sector Enterprises (CPSEs) as on 31.03.2014 holding cash and bank balance of Rs. 100 crore or more. Surplus funds lying unutilized is not separately maintained in annual accounts.

(b) Details of 103 CPSEs having cash & bank balance of Rs 100 crore or more as on 31.03.2014 are at Annex-A.

(c) Total 290 CPSEs held cash & bank balance of Rs. 263464.49 crore. as on 31.03.2014

(d) & (e) Several Guidelines have been issued relating to principles of such investments, instruments eligible for investment of surplus funds like term deposits, commercial paper, debt instrument, mutual fund etc. Details of Guidelines on Investment of Surplus Funds by CPSEs issued by Department of Public Sector Enterprises on the advise of Ministry of Finance from time to time are at Annex-B.
