Question : PMMVY


(a) the present status of the implementation of PMMVY;
(b) whether the long and tedious documentation work has rendered single women and young brides out of its purview, if so, the details thereof and the corrective actions taken in this regard;
(c) whether the Government plans for reviewing the scheme and making it universal by removing restrictions on the number of children as well as including all women, if so, the details thereof; and
(d) whether the scheme has seen a paltry increase in funds from 2300 crore to 2500 crore despite demands for higher allocation in the budget 2020-21 and if so, the details thereof?

(a) As on 16th March 2020, 1.54 Crore beneficiaries have been enrolled under Pradhan Mantri Matru Vandana Yojana (PMMVY) across the country. Of these, 1.38 Crore eligible beneficiaries have received maternity benefit of one or more than one installment through Direct Benefit Transfer (DBT) directly in their Bank/Post Office accounts amounting to Rs.5710.98 Crore.

(b) The maternity benefits under Pradhan Mantri Matru Vandana Yojana (PMMVY) are available to all Pregnant Woman and Lactating Mother (PW&LM), except those who are in regular employment with the Central Government or State Government or Public Sector Undertaking or those who are in receipt of similar benefits under any law for the time being in force, for first living child of the family. The application form for seeking maternity benefit under PMMVY contains simple fields to be filled up by the eligible beneficiaries relating to their personal details including bank account and identification. The eligible beneficiary requires to submit copy of MCP card, Bank/Post Office passbook and ID proof of the beneficiary and her husband along with the application form. For claiming third installment of maternity benefit, copy of the birth registration certificate of the child is required.

(c) At present, no such proposal is under consideration of the Government.

(d) An amount of Rs.2500 Crore has been provided for the scheme in the Budget 2020-21. The requirement of additional funds, if any, is projected at Revised Estimate (RE) stage to Ministry of Finance.
