Question : Jobs in Organised and Unorganised Sector

(a) whether the unemployment is increasing constantly in the entire country during recent years, if so, the details thereof;
(b) the number of jobs created both in the organised and unorganised sectors during the last three years and the current year, State/UT-wise;
(c) the schemes/programmes being implemented by the Government to reduce unemployment in the entire country and the achievement made during the said period, State-wise including Maharashtra/ Union Territory-wise;
(d) whether the Government has conducted/proposes to conduct any survey to ascertain the actual number of the unemployed persons particularly the youth, if so, the details thereof;
(e) whether the Government proposes to give unemployment allowance to all the registered unemployed persons particularly the youth, if so, the details thereof, if not, the reasons therefor; and
(f) the other steps taken/being taken by the Government to reduce unemployment/ generate employment opportunities?

(a) & (b): Labour Force surveys on employment and unemployment are conducted by National Statistical Office (NSO), Ministry of Statistics and Programme Implementation. The last such survey, annual Periodic Labour Force Survey (PLFS) was conducted during 2017-18. In addition, Labour Bureau, Ministry of Labour and Employment also conducted annual employment–unemployment survey. As per the result of surveys, the estimated unemployment rate on usual status (principal status + subsidiary status) basis for the persons of age 15 years and above to the extent available is given below:

Further, State/UT-wise estimated worker population ratio for both organised and unorganised sector for above survey periods is given at Annexure-I.

(c): Employment generation coupled with improving employability is the priority of the Government. Government has taken various steps for generating employment in the country like encouraging private sector of economy, fast-tracking various projects involving substantial investment and increasing public expenditure on schemes such as Prime Minister’s Employment Generation Programme (PMEGP), Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Pt. Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) and Deendayal Antodaya Yojana-National Urban Livelihoods Mission (DAY-NULM). State/UT-wise, including Maharashtra, detail of the employment generated through these schemes/programmes to the extent available are given at Annexure-II, III, IV& V respectively.

(d): To ascertain employment and unemployment situation in the country, National Statistical Office (NSO), Ministry of Statistics & Programme Implementation conducted quinquennial labour force surveys on employment and unemployment in the country. Now, Ministry has switched to annual Periodic Labour Force Survey (PLFS).

(e): There is no proposal to provide unemployment allowance to the unemployed persons by Government of India.

(f): Government has taken various steps for generating employment and reducing unemployment in the country such as Pradhan Mantri Mudra Yojana (PMMY) has been initiated by Government inter alia for facilitating self-employment. Under PMMY collateral free loans uptoRs. 10 lakh, are extended to micro/small business enterprises and to individuals to enable them to setup or expand their business activities
Under Skill India Mission of Ministry of Skill Development and Entrepreneurship is implementing a flagship scheme known as the Pradhan Mantri Kaushal VikasYojana (PMKVY) 2016-20 with an objective to provide skilling to one crore people under Short Term Training (STT) and Recognition of Prior Learning (RPL) across the country for four years i.e. 2016-2020.
Government has implemented the National Career Service (NCS) Project which comprises a digital portal that provides a nation-wide online platform for the job seekers and employers for job-matching in a dynamic, efficient and responsive manner and has a repository of career content to job seekers.
