Question : GRANTS UNDER AIBP



(a) whether proposals to include major irrigation projects under the Accelerated Irrigation Benefits Programme (AIBP) have been received from the States;

(b) if so, the details thereof, State-wise especially from Karnataka and the reaction of the Union Government thereto;

(c) whether the funds allocated under AIBP have been fully utilised during the last three years and the current year;

(d) if so, the details thereof and if not, the reasons therefor during the said period, year and State-wise; and

(e) the action taken by the Government for proper utilisation of funds under the programme?

STATEMENT REFERRED IN REPLY TO PART (a) TO (e) OF LOK SABHA STARRED QUESTION No.189 REGARDING GRANTS UNDER AIBP DUE FOR REPLY ON 06.12.2012.

(a) Yes Madam.

(b) During 2012-13 project proposal of Seven New Major Irrigation projects have been received for inclusion in Accelerated Irrigation Benefits Programme (AIBP). No new proposal has been received from Karnataka. The list of such Major Irrigation Project and their status is given at Annexure-I. The project proposals which fulfill requisite criteria are included in the AIBP.

(c) & (d) Central Assistance under AIBP has been provided to 108 Major Irrigation Projects during the last three years (2009-10 to 2011-12) and the current year (2012-13). 22 Major Irrigation Projects have been completed during the last three years and the current year by fully utilising the funds released under the programme. The list of these completed projects is given at Annexure-II. The State-wise details of CA released under AIBP and the expenditure incurred during the last three years (2009-10 to 2011-12) and the current year (2012-13) is at Annexure-III.

(e) Review meetings are held by Central Water Commission (CWC) / Ministry of Water Resources (MoWR) with the State Governments to assist them in full utilization of the funds allocated under AIBP for timely completion of the projects. Besides, the projects are also monitored periodically by the Field officers of Central Water Commission (CWC).
