Question : Delay in Issuing of Degrees- Certificates

(a) whether the National Human Rights Commission has recently helped 32 students in getting their certificates of Bachelor of Science degree in nursing which they were not given earlier despite having passed the course four years ago from a central university in Madhya Pradesh;
(b) if so, the details thereof;
(c) whether several Central Universities including the School of Open Learning (SOL) have not been issuing degrees/ certificates to successful students within the stipulated period and if so, the details thereof and the reasons therefor; and
(d) the steps taken by the Government to ensure that degrees and certificates are granted to successful students within the prescribed time limit?

(a) to (d) : Yes, Madam. Dr. Harisingh Gour Vishwavidyalaya, Sagar (M.P.) has informed that as there was no regular Vice Chancellor of the University since long, the format for the degree could not be approved by the Statutory Bodies of the University. As such Bachelor of Science degree in nursing could not be issued by the University to the deserving students. Meanwhile, the students approached the National Human Rights Commission. The Commission directed the University to issue the degrees on 22.06.2015. A regular Vice Chancellor has joined the University on 18.03.2015. All the degrees were issued by the University within the time frame given by the Commission. Normally, the degrees/certificates are issued by the Central Universities including School of Open Learning (SOL) on time. The Government has been emphasizing time and again to Universities to issue degrees to eligible students on priority basis.
