Question : SECURITY CLEARANCE FOR COMMERCIAL BUILDINGS



(a) whether the Government has any proposal to make it mandatory for all commercial buildings in the country to get special security clearance;

(b) if so, the details thereof;

(c) whether it is also proposed to strictly enforce fire proof norms for those establishments;and

(d) if so, the details thereof?

(a) to (d): The Ministry of Home Affairs circulated, Standard Operating Procedures (SOPs) suggesting a set of guidelines, separately, in respect of security of Malls/ multiplexes/ public places with high footfalls, and of Hotels, to all States/ UTs on 11.2.2009. These SOPs also contain fire prevention measures. ‘The issues, inter-alia, those of converting these guidelines into model byelaws, were further discussed in the Chief Minister’s Conference in August, 2009’. In some States/ UTs, either rules have been notified or executive orders have been issued for the purpose.
