Question : Issues of Water Logging along Roads

(a) whether cases of huge water logging in the vicinity of newly constructed/upgraded roads by the National Highways Authority of India (NHAI) have been reported in Satara district and other parts causing losses to farmers and citizens living in adjoining areas;

(b) if so, the remedial steps taken/being taken by the Government;

(c) whether some portion of the road project plans and estimates is earmarked specifically to ensure proper drainage of rainwater to prevent water logging along the roads and if so, the details thereof;

(d) the financial provision available for maintenance of such drainage systems every year; and

(e) the mechanism to check and ensure that proper maintenance work is carried out?

(a) & (b) No sir, only small water logging was observed on the service road of Pune – Satara section of NH-48 (old NH-4) in the Satara district and the same has been taken care of by the Concessionaire of the project from time to time.

(c) & (d) Necessary longitudinal / cross drains are provided connecting to natural nallahas at appropriate locations on this Highway. Being a Design Build Finance Operate & Transfer (DBFOT) project, maintenance of this project lies with the Concessionaire. The maintenance of drainage systems is done as per the provisions of Concession Agreement.

(e) Independent Engineer of this project regularly visits the site and suggests the deficiencies in maintenance, if any, to the Concessionaire for taking necessary action.
