Question : Setting up FPIs under PMKSY

(a) whether the Government has invited proposals from the States especially from Maharashtra for setting up Food Processing Units/Industries under the Pradhan Mantri Kisan Sampada Yojana (PMKSY);

(b) if so, the details of the proposals received so far for setting up such processing units from various State Governments and Enterprises along with the effective steps taken by the Government to set up Food Processing Industries (FPIs) in Maharashtra;

(c) whether any steps have been taken by the Government to set up FPIs in Maharashtra along with the efforts made to simplify the process of providing loan and grant to promote the setting up of FPIs;

(d) if so, the details thereof and if not, the reasons therefor; and

(e) the details of assistance provided to the entrepreneurs for setting up FPIs in the State of Maharashtra during each of the last three years, State-wise?

STATEMENT REFERRED TO IN REPLY TO PART (a) TO (e) OF LOK SABHA STARRED QUESTION NO. 465 FOR ANSWER ON 05TH APRIL 2022 REGARDING “SETTING UP FPIs UNDER PMKSY”.

(a): Yes Sir, Ministry of Food Processing Industries has been implementing Pradhan Mantri Kisan SAMPADA Yojana since 2016-17 across the country including Maharshtra and it invites proposals through Expression of Interest (EoI) issued from time to time on SAMPADA Portal for providing financial assistance for setting up Food Processing Industries.

(b) to (d): So far, 2358 proposals have been received for setting up Food Processing Units/Industries across the country under different component schemes of PMKSY through SAMPADA Portal, out of which 441 proposals pertained to Maharashtra.

In order to streamline scheme implementation and handhold promoters, Ministry has taken various measures like- (i) Submission of project proposals and request for release of Grants through online portal; (ii) Dashboard for monitoring the implementation of the projects; (iii) Regular review meetings with the promoters/state nodal departments/ banks to help remove bottlenecks; (iv) Inter-Ministerial Approval Committee and Technical Committee to streamline evaluation and approval process etc.

For easy and affordable credit to the sector, all food & agro- processing activities have been made eligible under Priority Sector Lending and a special fund of Rs.2000 crore has been set up in National Bank for Agriculture and Rural Development (NABARD).

(e): A total of 72 projects have been approved for assistance under component schemes of PMKSY for setting up of Food Processing Industries in Maharashtra since 2018-19. Total Project cost of these projects is Rs 1159.6 Cr and total Grant-in Aid approved is Rs 336 Cr.
