Question : Problem of Floods by Ganga River

(a) the provisions being made by the Government to address the problem of floods along the hundred kilometers stretch of Ganga river in Bijnor region of Uttar Pradesh which leads to inundation of villages due to soil erosion;
(b) the funds spent on cleaning of Ganga river and the details of specific works on which this amount has been spent; and
(c) the targeted length of the dam to be built on both sides of Ganga river?

(a) The occurrence floods can be attributed to various factors, including wide variations in rainfall both in time and space with frequent departures from the normal pattern, inadequate carrying capacities of rivers, river bank erosion and silting of river beds, landslides, poor natural drainage in flood prone areas, snowmelt and glacial lake out-bursts. Flood management schemes are formulated and implemented by concerned States as per their priority. The Union Government supplements the efforts of the States by providing technical guidance and promotional financial assistance for management of floods in critical areas. Government of India launched Flood Management Programme (FMP) during XI Plan for providing financial assistance to the State Governments for taking up works related to river management, flood control, anti-erosion, drainage development, flood proofing works, restoration of damaged flood management works and anti-sea erosion works which was continued during XII Plan and further extended up to March 2021 as a component under Flood Management and Border Areas Programme (FMBAP). So far central assistance amounting to Rs.6409.96 Crores has been released to States/UTs under this Programme. Irrigation and Water Resource Department, Government of Uttar Pradesh has informed that a project for anti-erosion and flood protection works to protect villages Gauspur. Sukkhapur. Kundanpur, Mirzapuri, Simali. Rajarampur, Raghunathpur etc. in District Bijnor on the left bank of River Ganga costing Rs.6113.80 Lakh has been contemplated by the Department.

(b) Government of India has launched the Namami Gange Programme (NGP) in 2014-15 for conservation of river Ganga and its tributaries with the total budgetary outlay of Rs.20,000 crore for the period from 2014-15 till 2020-21. The final allocation for Namami Gange Programe from the financial year 2014-15 to financial year 2019-20 was Rs.12,324.86 crore Under NGP for conservation and pollution abatement of the River Ganga and its tributaries, a total of 315 projects have been sanctioned at a cost of Rs.28,854 crore. The projects were sanctioned for various activities such as sewerage infrastructure, industrial pollution abatement, Ghats & Crematoria, River Front Development, River Surface Cleaning, Institutional Development, Biodiversity Conservation, Afforestation, Rural Sanitation etc. Out of 315 projects, 132 projects have been completed and rest of the projects are at various stages of implementation. The cost incurred as on 31.7.2020 on these projects under NGP is Rs.9066 crore.

(c) Irrigation and Water Resource Department, Government of Uttar Pradesh has informed that a proposal is under consideration to construct about 30 km long marginal bund along left bank of river Ganga from Jahanabad to Narnaur in Tehsil Chandpur of District Bijnor.
