Question : Creation of Jobs


(a) whether there is a need to create more jobs in textile, garments and leather industry to generate employment for the unskilled youth in the country;

(b) whether it is also true that the Government is working on this direction to create jobs in these segments; and

(c) if so, the details thereof?

(a) to (c): Yes Madam. As per Economic Survey 2016-17, Textiles, Apparels and Leather Goods segments have potential of generating more jobs among industrial sector. Government introduced special package of reforms for generation of around 1.11 crore jobs in apparel and made-ups sector. The package includes a slew of measures which are labour friendly and would promote employment generation, economies of scale and boost exports. Moreover, Government is providing additional production linked incentive of 10% under the Amended Technology Upgradation Fund Scheme (ATUFS) for promoting employment in garmenting segment. Furthermore, the Government has designed Pradhan Mantri Paridhan Rojgar Protsahan Yojana (PMPRPY) to incentivize employers in the apparel sector for generation of new employment. The special package has been extended to made-ups sector to provide additional impetus to employment generation. Apart from the above, the Government has been implementing skill development programme (SAMARTH) for enhancing employment potential of textile workers, the North Eastern Region Textile Promotion Scheme (NERPS), Comprehensive scheme for Development of Powerloom Sector, Scheme for Integrated Textile Parks (SITPs), schemes for development of silk, wool, jute, handloom, and handicrafts sectors with the aim of enhancing production and employment generation in these segments. Further, the Government has approved special package of Rs.2600 crore for the years 2017-18 to 2019-20 to generate employment in leather and footwear sector. So far, around 1.2 lakh unemployed persons have been given skill training in the leather and footwear sector and out of them, 96,444 persons have been given placement in the sector.
