Question : Study on Traffic Congestion

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:

(a) whether the Ministry has commissioned a study on traffic congestion in the cities; and

(b) if so, the details and outcome thereof?

(a) & (b): No Madam. Urban Transport, which is an integral part of urban development, is a State subject. As such, the initiatives including planning and execution of urban transport systems are taken up by the State Governments/Union Territories/Urban Local Bodies. Ministry of Housing and Urban Affairs, however, constituted a High Powered Inter-Ministerial Committee in October 2014 on “Decongesting Traffic in Delhi”.The Committee submitted its report in 2016. The report suggested four-pronged strategic approach to improve the traffic condition in Delhi, which are as under:

(i) Improving Public Transport and disincentivizing use of private vehicles;

(ii) Road safety and Traffic management;

(iii) Enhancing institutional capacity and
(iv) Transit Oriented Development.

The report of the Committee was sent to Government of NCT of Delhi for taking appropriate action.
