Question : National Culture Fund

(a) whether the Government has set up National Cultural Fund(NCF) to facilitate public-private partnership(PPP) in the field of heritage conservation and promotion and if so, the details thereof including objectives, features, MoUs signed in this regard;

(b) the details of projects undertaken and funds sanctioned so far, State-wise;

(c) whether many projects of conservation of monuments through PPP has hit rough waters or failed to take off due to lack of coordination between ASI & sponsoring institutions and if so, the details thereof and the reasons therefor;

(d) whether quality of NCF financed PPP conservation projects are reported to be sub-standard and if so, the details thereof and the remedial measures taken thereon; and

(e) the steps taken by the Government to review the functioning of NCF for its effective implementation?

(a) & (b) Yes Madam. National Culture Fund (NCF) has been set up to nurture partnerships in the field of Culture and Heritage between private and public sectors, government, non-government agencies, private institutions and foundations and mobilize resources for the restoration, conservation, protection and development of India’s rich, natural, tangible and intangible heritage.

The following are some of the major objectives of NCF:

i) to administer and apply the Fund for conservation, maintenance, promotion, protection, preservation and up gradation of monuments protected or otherwise;
ii) for the training and development of a cadre of specialists and cultural administrators
iii) for innovations and experiments in arts
iv) for documentation of cultural expressions and forms that have lost their relevance in contemporary scenario and are either fading out or facing extinction.

The details of projects undertaken and MoUs signed are attached as Annexure-I.

(c) The Government has constituted a Council of NCF for its management and administration. The council meets once a year to decide all policy matters or on issues relating to the Fund. Also, there is an Executive Committee of NCF for the administration of day-to-day working of the Fund. The Council and Executive committee consist of non official members, nominated keeping in view their experience in management and fund raising, alongside official members.
