Question : Loss Making CPSUs

(a) the details of the Central Public Sector Undertakings (CPSUs) running in losses during the last three years and the amount of investment made therein as on date along with the net asset value thereof;

(b) whether the NITI Aayog has requested the Government to evaluate the assets and merge the public sector undertakings running in losses with the undertakings earning profit with a view to generate resources for fresh investment;

(c) if so, the details thereof and the reaction of the Government thereto;

(d) whether the Government has identified such public sector undertakings; and

(e) if so, the details thereof and if not, the time by which the process is likely to be started/completed?

a) The details of the Central Public Sector Enterprises (CPSEs) running in losses during the last three financial years continuously and the amount of investment made therein as on 31.03.2020 along with the total asset value is at Annexure.
b) to e) NITI Aayog has informed that, it has neither requested the Government, nor recommended to evaluate the assets and merge the public sector undertakings running in losses with the undertakings earning profit with a view to generate resources for fresh investment. CPSEs function under the administrative control of respective Ministries/Departments. All matters relating to revival/ restructuring/closure of CPSEs are dealt by the concerned administrative Ministries/ Departments. The concerned administrative Ministries/Departments also formulate revival/restructuring plans for such CPSEs on a case-to-case basis and after obtaining the approval of competent authority implement the plan. The Department of Public Enterprises (DPE) has issued guidelines on 29.10.2015 for “Streamlining the mechanism for revival and restructuring of sick/ incipient sick and weak CPSEs. As per the guidelines, the administrative Ministries/ Departments are responsible to monitor the sickness of CPSEs and identify the sick/incipient sick/weak CPSEs functioning under their control based on the performance and take timely redressal measures.
