Question : Ban on Hydraulic Load

(a) whether the Government is aware that the ban imposed by Central Pollution Control Board under section 18(1)(b) of Water Act-1974 on 07.07.2007, not to add any hydraulic load in to the Final Effluent Treatment Plant (FETP) of Ankeshwar has resulted in stalling the development in the industrial estates of the region and if so, the details thereof;
(b) whether the Government is also aware that due to State Government''s Action Plans and large investment in Environment Management System (EMS) by individual industries as well as common infrastructures, there is no such discharge of industrial effluent going into Amlakhadi drain of Ankeshwar region; and
(c) if so, the action taken by CPCB on the request of state Government/GPCB to lift the ban under section 18(1)(b) of Water Act-1974 to allow industrial growth in this region?

(a) Central Pollution Control Board (CPCB) had issued directions under Section 18(1)(b) of the Water (Prevention and Control of Pollution) Act, 1974 to Gujarat Pollution Control Board (GPCB) on 06.08.2008 in respect of Final Effluent Treatment Plant (FETP) at Ankleshwar asking GPCB not to permit establishment / expansion of constituent industrial units as the treated effluent quality of FETP at Ankleshwar did not comply with the prescribed standards.

(b)&(c) According to CPCB, the final treated effluent from Ankleshwar FETP is discharged through marine outfall into the Gulf of Khambat and no discharge of industrial effluent going into Amlakhadi drain of Ankleshwar region. Revised standards for treated effluent discharge from CETPs are notified on 01.01.2016 which inter alia considered the request of Government of Gujarat for a conditional relaxation in Chemical Oxygen Demand (COD) norm for marine outfall.
