Question : Payment Backlog on account of Fertilizer Subsidy

(a) whether the Government is taking steps for clearing the payment backlog on account of fertilizer subsidy to fertilizer companies;

(b) if so, the details thereof; and

(c) the amount of fertilizer subsidy passed on to farmers in Karnataka during the last three years?

STATEMENT REFERRED TO PART (a) TO (c) OF LOK SABHA STARRED QUESTION NO. 391* FOR 23.03.2021 REGARDING “PAYMENT BACKLOG ON ACCOUNT OF FERTILIZER SUBSIDY” ASKED BY SHRI A. NARAYANA SWAMY


(a) & (b): The Government has provided funds amounting to Rs. 64,598.30 Crore over and above the amount budgeted for the year 2020-21 to clear the payment backlog on account of fertilizer subsidy. All the carry over liabilities as on 1st April 2020 in respect of Indigenous P&K, Indigenous Urea and City Compost have been cleared and the carry over liabilities in respect of Imported P&K amounting to Rs. 106.19 Crore and Imported Urea amounting to Rs. 84.71 Crore are likely to be cleared by the end of March, 2021 subject to compliance of procedures as per policy.

(c): The amount of fertilizer subsidy paid to the fertilizer companies (without recovery) on sale of fertilizers at subsidized rates to the farmers in the state of Karnataka during 2018-19, 2019-20 and 2020-21 (so far) is Rs. 2638.41 Crore, Rs. 3106.75 Crore and Rs. 6179.43 Crore respectively.
