Question : Combating Human Trafficking


(a) the measures taken by the Government to combat trafficking for labour, exploitation of children in the form of child beggary, child labour, forcing children in commercial sexual exploitation along with the steps taken in terms of rescue, rehabilitation, skill development, provision of alternative livelihood options to the freed survivors of this crime;

(b) the budget allocation and expenditures for the aforesaid measures during the last five years;

(c) whether the Government has a detailed action plan to address the need for psycho-social re-integration and economic restoration of victims of human trafficking; and

(d) if so, the details thereof?

(a) to (d): ‘Police’ is a State subject under the Seventh Schedule to the Constitution of India. Therefore, the responsibility to take all measures to combat trafficking, including relief to child victims, lies with State Governments.
The Ministry of Women and Child Development provides assistance to the States and UTs for “Child Protection Services” (CPS) (erstwhile Integrated Child Protection Scheme) for setting up and maintenance of various types of Child Care institutes (CCIs) etc. as per the details given below:

The Ministry of Labour & Employment Government has a National Child Labour Project (NCLP) Scheme for rehabilitation of child labour. Under the Scheme, children in the age group of 9-14 years, rescued/withdrawn from work are enrolled in the NCLP Special Training Centres, where they are provided with bridge education, vocational training, mid-day meal, stipend, health care, etc. before being mainstreamed into formal education system. Grant released under NCLP Scheme during last five years is as under:

The Juvenile Justice (Care and Protection of Children) Model Rules, 2016 framed under Juvenile Justice (Care and Protection of Children) Act, 2015 inter-alia provides for rehabilitation measures such as education, vocational training, counseling etc for victims. CPS provides for “After care” services to help sustain them during the transition from institutional to independent life.
