Question : Issuance of OCI Cards

(a) whether the Ministry has received a proposal from the Ministry of External Affairs to give Overseas Citizens of India (OCI) card to people of Indian origin with a military background in at least 80 countries;

(b) if so, the details thereof;

(c) whether the Ministry has rejected the proposal;

(d) if so, the details thereof and the reasons therefor; and

(e) the corrective steps taken by the Government in this regard?

(a) to (e): References have been received from various quarters regarding registration as Overseas Citizen of India (OCI) cardholder of persons of Indian origin, who are citizens of countries where military conscription is compulsory. As per existing instructions, no foreign military personnel, either in service or retired, will be registered as OCI cardholder.
