Question : Tree Plantation Programme

(a) whether the Government has any plan to increase the tree plantation programme in the country; and

(a) & (b) The Ministry of Environment, Forest & Climate Change (MoEF&CC) is implementing National Afforestation Programme (NAP) for tree plantation in degraded forests at Pan India level through people’s participation and also launched the National Mission for a Green India (GIM) which aims to increase forest & tree cover on 5 million ha area and to improve quality of forest cover on another 5 million ha area. An area over 2 million hect has been afforested with an investment of about Rs.3630 crore under NAP since its launching year 2000. The State-wise sanctioned area and fund released during the last three years under NAP and funds released from 2011-12 to 2014-15 for preparatory activities under GIM is given in the Annexure-I and II. Ministry has also launched an urban green programme to create green cover in urban and peri-urban areas involving the civil society. The fund under Compensatory Afforestation Fund Management and Planning Authority (CAMPA), interalia, is also used in plantation activity including compensatory afforestation. The details of CAMPA funds released to the States during the last three years are shown in Annexure-III. The CAMPA Bill is also with the Parliament which interalia envisages release of about Rs. 40,000 crores of CAMPA corpus fund to the States to give a massive thrust to afforestation activity in the country. Besides, afforestation being the multi-departmental effort, is also taken up under centrally sponsored MGNREGA Scheme, Integrated Watershed Management scheme, National Bamboo Mission and various State Plan & Non-Plan Schemes.
