(a) whether the Railways have noticed some irregularities or received some complaints for VIP quota tickets in Railway;

(b) if so, the details thereof;

(c) whether the Railways have initiated any enquiry for the same;

(e) the steps taken by the Railways to check the recurrence of such irregularities?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF UNSTARRED QUESTION NO. 4333 BY SHRIMATI PARAMJIT KAUR GULSHAN TO BE ANSWERED IN LOK SABHA ON 20.02.2014 REGARDING VIP QUOTA TICKETS

(a) to (d) Complaints as and when received regarding irregularities in allotment of berths through Emergency Quota are duly examined and corrective action is taken if and where the complaints are found substantiated. During the last three years, one case of irregularity in confirmation of tickets through Emergency Quota, involving touts operating in collusion with Railway officials was substantiated on South East Central Railway wherein action under Disciplinary & Appeal Rules was initiated against the officials concerned. Similarly, in two other cases reported and investigated on Northern Railway, action has been initiated against two officers.

(e) Detailed instructions for streamlining the procedure of releasing accommodation from Emergency Quota have been issued to all zonal Railways under Commercial Circular No. 10 of 2011 dated 9.2.2011. Further, surprise checks are conducted by the Commercial branch and by the Vigilance Department to prevent and check irregularities in the allotment of reserved accommodation under Emergency Quota.
