Question : Abuse-Harassment-bullying of Women and Children on Social Media Platforms

(a) whether the Government has set up a dedicated cell to report complaints related to abuse/harassment/bullying of women and children on social media platforms;
(b) if so, the details thereof indicating the complaints reported in this regard during the last three years and the current year, State/UT-wise along with the action taken thereon;
(c) whether the Government has held discussions with representatives of Twitter India in this regard, if so, the details and the outcome thereof;
(d) whether there is a decrease in reporting of such incidents in the cell during the last few months and if so, the details thereof; and
(e) the reaction of the Government in continuation of the cell?

(a) to (e) The Government has set up a Cell with a dedicated email id i.e. [email protected]. to report complaints relating to online trolling/harassment with effect from July, 2016. So far, 50 complaints have been received through Facebook, Twitter, Instagram, etc. Actionable complaints, suggestions, assistance, etc. are sent to the concerned authorities for appropriate resolution. Further, a discussion was held with the team of Twitter India to discuss the issue related to abuse, harassment and hateful conduct on social media especially on Twitter. The Twitter team has informed that there is already a grievance redressal mechanism put in place.
