Question : Training in Agricultural and Allied Sectors

(a) the details of the schemes/ programmes being run by the Government for skill development and training in Agricultural and allied sectors for the farmers in the country;

(b) the number of farmers imparted training through these schemes along with the benefit accrued to them;

(c) whether the Government has earmarked any fund for this purpose under various schemes, State-wise including Jharkhand; and

(d) if so, the details of the funds earmarked and spent for this purpose during each of the last three years and the current year?

Answer given by the minister

(a) & (b) Government of India is implementing two flagship schemes known as Pradhan Mantri Kaushal Vikas Yojana (PMKVY) and Pradhan Mantri Kaushal Kendra (PMKK) on pan–India basis to cover the prospective youths including farmers. PMKVY enables large number of prospective youths for taking Short Term Training (STT) and Recognition of Prior Learning (RPL) through accredited and affiliated training partner/training centers. This scheme has two components namely Centrally Sponsored Centrally Managed (CSCM) and Centrally Sponsored State Managed (CSSM). Under CSCM, skill development training is imparted across 221 job roles covering 35 sectors including agriculture. Out of 221 job roles, 10 job roles namely; Animal Health Worker, Aquaculture worker, Green House Operator, Dairy Farmer/ Entrepreneur, Tractor operator, Gardener, Micro Irrigation Technician, Organic grower, Quality Seed Grower and Small poultry farmer relate to agriculture sector. Under CSCM component of PMKVY, as on 6th July 2017, total 30,67,080 candidates are trained / undergoing training across country. Out of them, 2,27,947 candidates including farmer are trained / undergoing training in agriculture sector.

Under CSSM component known as state engagement component of PMKVY, there are provisions for flexibility to States government to identify additional job roles as per the local needs. Under this component, the target of training 57,670 candidates has been allocated in the State of Jharkhand for four years (2016-20) under State Engagement Component of PMKVY.

Under the PMKK, Ministry intends to establish a model aspirational skill centres in every district for imparting skill training through PMKVY. PMKKs have been allocated to all the 24 districts of Jharkhand.

(c) & (d) PMKVY 2015-16 has been approved with an outlay of Rs. 1500 Cr and modified PMKVY has been approved by the Union Cabinet with an outlay of Rs.12000 crore to impart skilling to one crore people over four years (2016-2020). Under CSSM, 25% of total funds and correspondingly physical targets have been allocated to States/UTs including Jharkhand.
