MINISTER OF STATE IN THE MINISTRY OF TRIBAL AFFAIRS (SHRI MANSUKBHAI DHANJIBHAI VASAVA)
(a) : The schemes being implemented through Non-Governmental Organizations (NGOs)/Voluntary Organizations (VOs) for welfare of Scheduled Tribes in the country including Jharkhand are as under:-
(i) Grants in aid to Voluntary Organizations working for the welfare of Scheduled Tribes
(ii) Coaching for Scheduled Tribes
(iii) Strengthening Education among Scheduled Tribe Girls in Low Literacy Districts
(iv) Vocational Training in Tribal Areas
(v) Development of Particularly Vulnerable Tribal Groups (PTVGs)
The details of grants-in-aid released to NGOs/VOsduring the last three years under these schemes (State-wise & scheme-wise) is at Annex-1.
(b)& (c): Before the State Government recommends proposals of NGOs to this Ministry for funding under different schemes, the State Committee for Supporting Voluntary Efforts examines the proposal which inter-alia includes the physical progress as well as inspection report having the details of physical achievementsduly countersigned by the District Collector. As per reports, being received from State Govt, along with the proposals, the objectives/targets are achieved for which grant have been provided by this Ministry to NGOs.
(d): The schemes being implemented through NGOs for the Welfare of STs have been reviewed and as per the evaluation report, the progress is satisfactory.
(e)& (f): The receipt of proposals from NGOsA/Os for grants of funds under the schemes is an ongoing and continuous process. The criteria for funding proposals of NGOs for tribal welfare projects is that they should be implemented in service deficient tribal areas especially in naxal affected areas/remote /interior/backward areas, those with low ST literacy, not serviced by Government Institutions including projects which benefit Particularly Vulnerable Tribal Groups(PVTGs). 14 Voluntary Organizations have been identified as Established Voluntary Agency(EVAs) on the basis of their proven reputation and credentials and are given preference for funding.
The projects funded by the Ministry under these schemes are monitored through:-
(i) Mandatory annual inspection by District Authorities.
(ii) Scrutiny of proposals by multidisciplinary State Level Committee every year.
(iii) Mandatory submission of Audited statements of accounts as well as Utilization Certificate pertaining to the releases.
(iv) Monitoring through an independent external agency.
In addition to above, the accounts of grantee institutions are open for inspection by representatives /officers from the office of Comptroller and Auditor General of India, Government of India, or concerned State Government at any time.
Only proposals complete in all respects received with the recommendation of the State Government, along with inspection report duly countersigned by District Collector, Utilization Certificate of previous releases etc. are considered for funding, subject to norms of the scheme, provisions of General Financial Rules (GFR) etc., and also subject to availability of funds under the particular scheme during that year. Accordingly, the number of NGOs whose proposals were complete in all respects, against which grants- in-aid were released during the last three years (State-wise & Scheme-wise) is at Anenx-1.
