(a): The Government monitors details of Micro, Small and Medium Enterprises (MSMEs) in registered Sector by periodically conducting All India Census. The last (Fourth) Census data was collected with reference to base year 2006-07. The results were published in 2011-12, according to which the number of working MSMEs and Employment in Registered Sector are 15.64 lakh and 93.09 lakh, respectively. State-wise details are given in Annexure.
(b) & (c): The Ministry does not have schemes specific to the States except a few which are for North Eastern Region. The Ministry does not have scheme which promotes a particular MSME.
(d): Setting up of MSMEs is essentially an initiative of an entrepreneur, therefore there is no proposal of such nature pending with the Government.
(e): The Government is implementing several schemes / programmes, which include National Manufacturing Competitiveness Programme, Credit Guarantee Scheme, Credit Linked Capital Subsidy Schemes, Performance and Credit Rating Schemes, Cluster Development Programme, etc., for the promotion and development of MSMEs and to enhance their competitiveness and productivity. In addition, the Ministry has notified a framework for Revival and Rehabilitation of MSMEs (June 2015), in exercise of the powers conferred under section 9 of the Micro, Small and Medium Enterprises Development Act, 2006 in order to focus attention on the issues of addressing sickness and revival of MSMEs, pending a detailed revision of the legal framework for resolving insolvency/bankruptcy. The Government of India has notified Public Procurement Policy for Micro and Small Enterprises (MSEs) order 2012, which is applicable to Central Ministries / Departments / Central Public Sector Undertakings with the objective of achieving an overall procurement of minimum of 20% of total annual purchases of products produced and services rendered by Micro & Small Enterprises and has become mandatory with effect from 1st April, 2015. The Government has also launched Standup India, Startup India, Make in India and Skill India programmes which promote MSMEs and manufacturing in India.
