(a) to (f) Under the Pre-matric, Post-matric and Merit-cum-means based scholarship
schemes of the Central Government for the meritorious students of minority
communities, 30 % of the scholarships are earmarked for minority girl students
including Muslim girls. For students under these schemes, eligibility is based
on securing 50% marks in previous final examination and parental income not
exceeding a specified limit-Rs.1.00 lakh for pre matric, Rs. 2.00 lakh for post
matric and Rs. 2.5 lakh for merit cum means. The detailed guidelines are available
on the Ministry`s website www.minorityaffairs.gov.in Out of these three schemes,
Gujarat is implementing only the Post-matric and Merit-cum-means based scholarship
schemes . Besides, the Maulana Azad National Scholarship Scheme is being implemented
by Maulana Azad Education Foundation exclusively for meritorious minority girl
students. The financial and physical achievements of the Post-matric, Merit-cum-
means based scholarship schemes and Maulana Azad National Scholarship scheme
implemented in Gujarat during the last three years and in 2010-11 appear at Annex-1.
District wise financial figures are not maintained in the Ministry.
The Central Government has launched a scheme for Leadership Development of
Minority women from 2010-11 with a provision of Rs 15 crore for leadership training
of 56,850 women for implementation throughout the country including Gujarat and Uttar
Pradesh. The implementation of the scheme has not started.
Under the National Minorities Development and Finance Corporation (NMDFC),
no special programmes are being run for Muslim girls. However, the NMDFC provides
term loan to individuals, including women, through its State Channelising Agencies
(SCAs) and micro-credit to the poorest of poor among the minorities organised into
Self Help Groups (SHGs) throughout the country, including Gujarat. The details of
state wise funds allocated for the skill development and self employment oriented
training during last two years are enclosed at Annex-2. These figures of allocation
and expenditure are maintained State wise. During the financial year 2010-11,
Rs. 22.50 lakhs have been disbursed for this programme in Uttar Pradesh.
