Question : Rashtriya Gram Swaraj Abhiyan

(a) the details of the Sustainable Development Goals targeted under the Rashtriya Gram Swaraj Abhiyan (RGSA);

(b) the details of the measures undertaken by the Government to strengthen Panchayati Raj Institutions under the above scheme till date;

(c) whether all Gram Panchayats in the country have been enabled with Panchayat Enterprise Suite and if so, the details thereof, State-wise; and

(d) whether any training workshops have been held by the Government to empower sarpanchs, if so, the details thereof and if not, the reasons therefor?

(a) (b) & (d) The main objective of Centrally Sponsored Scheme of Rashtriya Gram Swaraj Abhiyan is to build capacity of Panchayati Raj Institutions to deliver on Sustainable Development Goals relating to poverty, public health, nutrition, education, gender, sanitation, drinking water, livelihood generation etc which fall in the realm of Panchayats. Under the scheme, financial assistance has been provided to States towards various activities relating to strengthening of Panchayats viz. Capacity Building and Training for Panchayat Elected Representatives (PERs), Panchayats Functionaries (PFs) and other stakeholders, administrative and technical support, training infrastructure, construction of Gram Panchayat Bhawans etc. As per the information available, 49.11 lakh PERs, PFs and other stakeholders including Sarpanchs, across States/ UTs have been trained under the scheme.

(c) A core software applications for Panchayats namely Panchayat Enterprise Suite (PES) has been developed by Ministry under Mission Mode Project. Current adoption Status of Panchayat Enterprise Suite applications (State-wise) is at Annexure.
