(a) & (b): Ministries/Departments of the Government of India covered under the Performance Monitoring and Evaluation System (PMES) are required to prepare a Results Framework Documents (RFD) providing a summary of most important results that a Department/Ministry expects to achieve during the financial year. Relevant guidelines in this regard for the financial year 2014-15 have been issued by the Cabinet Secretariat. Under these guidelines, the identification of potential areas of corruption related to departmental activities and development of an action plan to mitigate them is one of the mandatory indicators to be included in the RFD of each Ministry/Department.
As per the guidelines, the identification of potential areas of corruption, the drawing up of appropriate action plan for their mitigation and the listing of achievements in this regard are to be done by the respective Ministries/Departments on their own.
(c): The fight against corruption is an ongoing process and it is the endeavor of the Government to strengthen the anti-corruption mechanism.
The Central Government is fully alive and committed to implement its policy of `Zero Tolerance against Corruption` and has already taken several measures to combat corruption and improve the functioning of Government. These include:-
# Enactment of Right to Information Act, 2005;
# Enactment of Lokpal & Lokayuktas Act, 2013,
# Enactment of Whistle Blowers Protection, Act, 2011.
# The Prevention of Corruption (Amendment) Bill, 2013.
