(a) to (c): No, Sir. A total of 5,151 projects at an estimated cost of Rs. 2,05,018 crores have been included by the 100 selected Smart Cities in their Smart City Proposals. As per Smart Cities Mission Statement and Guidelines, the Central Government proposes to give financial support to the extent of Rs.48,000 crores (45% of SCP value- including State share) over five years i.e. an average of Rs.500 crore per city over the Mission period. An equal amount, on a matching basis, is to be provided by the State/ULB. Apart from these, around Rs. 42,028 crores (21%) is expected from convergence with other Missions, Rs. 41,022 crores (21%) from PPP, around Rs. 9,843 crores (4.8%) from loans, Rs. 2,644 crores (1.3%) from own resources and remaining from other sources. Since the inception of the Smart Cities Mission (SCM) in June, 2015, till 11th July, 2019, out of 5151 proposed projects worth Rs. 2,05,018 crore, 3,645 projects worth Rs. 1,34,994 crore (66%) have been tendered, out of which 2,834 projects worth Rs. 90,176 crore (44%) have been completed/under implementation. Rest of the projects are at DPR stage.
(d)& (e): As per Smart Cities Mission Statement & Guidelines, yearly instalment of funds is released to the Cities after they meet certain conditions such as timely submission of City Score Card, satisfactory physical and financial progress, achievements of milestones given in the roadmap etc. The timelines for completion of projects by the Cities is five years from the date of their selection as Smart Cities. The implementation of the Mission at the City level is done by a Special Purpose Vehicle (SPV) created for the purpose. SPV plans, appraises, approves, releases funds, implements, manages, operates, monitors and evaluates the Smart City development projects. The Ministry is regularly interacting with the States / Smart Cities through video conferences, review meetings, field visits, regional workshops etc. at various levels to assess the performance of the cities and to handhold them for improving the same. Besides, the guidance of domain experts participating in the regional workshops, cities also benefit from peer-to-peer learning during these interactions. At national level, the implementation of Smart Cities Mission is being monitored by an Apex Committee headed by Secretary, Ministry of Housing and Urban Affairs. At State level, State level High Powered Steering Committee (HPSC) chaired by the Chief Secretary has been established, besides, Ministry of Housing and Urban Affairs nominee Directors on the Boards of SPVs are also monitoring the progress in respective cities on a regular basis.
