STATEMENT REFERRED IN REPLY TO PARTS (a) & (b) OF THE LOK SABHA STARRED QUESTION NO. *425 ASKED BY PROF. K.V. THOMAS, MP TO BE ANSWERED ON MARCH 26, 2018
(a): GAIL (India) Limited is currently operating 11343 Km Natural Gas Pipeline Network across India including the state of Kerala to meet the energy needs of Industrial (Power, Fertilizer etc.) sector & City Gas Distribution [Piped Natural Gas(PNG) & Compressed Natural Gas (CNG)] sector. GAIL is also operating two LPG pipelines, one from Jamnagar in Gujarat to Loni in Uttar Pradesh and the second pipeline is from Vizag in Andhra Pradesh to Secunderabad in Telangana. Details of Natural Gas Pipelines and LPG Pipelines are at Annexure-I. Pipelines project under execution by GAIL (India) Limited in different parts of the country are at Annexure-II. Details of existing gas processing plants of GAIL and its Petrochemical Complex at Pata is at Annexure-III.
In addition, the Government has envisaged to develop additional 15000 Km natural gas pipelines for completion of National Gas Grid and to increase the availability of natural gas across the country. In order to ensure the availability of clean and eco-friendly fuel, i.e. natural gas to the Eastern parts of the country, the Government has taken a decision to provide a capital grant of Rs.5176 crore (i.e. 40% of the estimated capital cost of Rs.12,940 Crore) to GAIL for development of a 2655 Km long Jagdishpur-Haldia/Bokaro-Dhamra Gas Pipeline (JHBDPL) project. This pipeline will transport Natural Gas to the industrial, commercial, domestic and transport sectors in the States of Bihar, Jharkhand, Odisha, West Bengal and Uttar Pradesh.
With regard to projects of GAIL in the state of Kerala, GAIL is executing Kochi- Koottanad- Bangalore/Mangalore Pipeline (KKBMPL) Ph-II (879 Km) which passes through Kerala (503 Km), Tamil Nadu (310 Km) and Karnataka (66 Km). GAIL is taking up KKBMPL Project in two sections viz. (i) Kochi – Koottanad – Mangaluru Pipeline Section (438 Km) and (ii) Koottanad – Coimbatore – Salem – Bengaluru Pipeline Section (441 Km).
Further, construction activities in Kochi-Koottanad-Mangalore section (438 Km) predominantly passing through Kerala State has started from October, 2016. The Project is progressing as per schedule. Intermittent hurdles enroute pipeline are being resolved with support of the State Government/ District Administration. This section of the pipeline is scheduled to be completed by February, 2019. Koottanad-Coimbatore- Salem- Bengaluru Pipeline Section is on hold due to stiff resistance of farmers in Tamil Nadu. However, contract for pipeline construction works from Koottanadupto Kerala border is at an advanced stage of award to further connect to the industrial belt in Coimbatore in Tamil Nadu.
