Question : Forestation Activities

(a) whether the Government proposes to provide funds for forestation activities in the country in order to achieve targets set under the Nationally Determined Contributions;
(b) if so, the details thereof, State/ UT wise including Gujarat along with the reasons therefor; and
(c) the details of the funds provided and targets set thereunder, State/UT-wise including Gujarat?

(a) Yes Sir, the Ministry of Environment, Forest and Climate Change provides funds forforestation activities under various schemes in order toimprove & increase the forest cover and also to achieve various commitments including targets under Nationally Determined Contributions (NDC) relating toadditional carbon sink of 2.5 to 3.0 billion tonnes CO2eq. through additional forest & tree cover by 2030.

(b) & (c) This ministry implements two major schemes for afforestation viz National Afforestation Programme (NAP) for tree plantation in degraded forests through people’s participation and National Mission for a Green India (GIM), for plantation on landscape basis. An area over 2 million ha. has been afforested with an investment of about Rs.3874 crore under NAP since its launching year 2000 which includes Rs.233.19 crores released to Gujarat state. Under GIM, an amount of 292.11 crore has been released to twelve states to take up afforestation activities in an area of 87.11 thousand hectaressince 2015-16. An amount of Rs.133.80 lakhs was released to Gujarat state for bridge plan under GIM during 2011-12.The State-wise total funds released during the last three years under NAP andGIMis given in the Annexure I
Besides, the funds collected under Compensatory Afforestation Fund Management and Planning Authority (CAMPA), as compensatory levies from states inter-alia, is alsoused in various afforestation activities including compensatory afforestation by States/UTs.Government of India has disbursed an amount of Rs.47,436 crore from National Fund to 27 State fundsas share of respective states as per Compensatory Fund Act,2016, the state-wise details of which is given in Annexure II.The ministry also supports school nursery and urban forestry programmes. In addition afforestation activities are carried out by State/UT Governments through their various plan and non-plan budgets. Further, plantations are also done by various other departments,Non-government organizations, civil society, corporate bodies etc.

Afforestation/Tree plantation targets in the country under Twenty Point Programme (TPP) in respect of Area Covered under Public and Forest Lands is fixed by Ministry of Environment, Forest and Climate Change (MoEF& CC) annually for States/UTs. The target of plantation for the year 2019-20 is 1.87 million ha and the details of State/UT wise targets are given in Annexure III.
