Question : Maintenance-Privatization of Airports

(a) the number of airports currently working under Public Private Partnership (PPP) mode;

(b) the total number of airports privatised for their maintenance and operation;

(c) whether the International Air Transport Association (IATA) has found any shortcomings in the privatisation of airports model, if so, the details thereof;

(d) whether the Government has assessed the problems and facilities as well as gains/losses from the privatisation of the airport and if so, the details thereof; and

(e) whether there is a big difference between the maintenance and facilities of airports operated by the private airlines and the Airports Authority of India in the country and if so, the details thereof?

(a): Presently, Delhi, Mumbai, Bengaluru, Cochin and Hyderabad airports are being managed under the Public Private Partnership (PPP) model.;

(b): No airport has been privatized exclusively for their maintenance of operations.;

(c): No Madam, Ministry of Civil Aviation has not received representation from IATA regarding any shortcomings in the privatisation of airport model.;

(d) & (e): PPP model has emerged as an effective way to harness the strengths of the private sector in the airport sector. The PPP partners have infused capital in the airport sector through suitable equity and debt and have been able to deliver the projects in timely manner. Introduction of PPP model at these airports has led to a significant improvement in the infrastructure which is reflected from the fact that all the PPP airports constantly feature among the top five global airports in their respective categories in the Airport Service Quality (ASQ) ratings published by the Airports Council International.
