(a)whether there has been weak monitoring system for spending allocated funds
within the pre-fixed target dates;
(b)if so, the reasons therefor;
(c)whether the under rganizatio of funds earmarked for capital expenditure had
weakened the process of rganization of Defence services; and
(d)if so, the steps taken in this regard?

(a) & (b): In order to fully rganiz the allocated funds, the status of various
procurement processes and the progress of Defence expenditure are kept under
constant review and follow-up action as necessary, is taken. However, the process
leading upto contracting and supply of equipment/stores etc. is not entirely within
the control of the Ministry.
(c) & (d): Modernisation of the Defence Services is a continuous process. The
rganizatio rganization requirements of the Defence Services do not get
dropped on account of under rganizatio of funds in a particular year.
With a view to synergise efforts involved in procurement and to speed up
the decision making process, a new procurement rganization has been
established and the procurement procedure is periodically reviewed.
